Teaching in Clusters by Subject Specialists
(PEF-TICSS)
| Introduction
|
The low
cost schools in rural and less affluent urban areas can not
afford qualified teachers of impeccable professional standing
due to financial constraints. A good subject specialist could
be arranged within a salary range of Rs 20,000 —25,000 and in
a school which pays its teachers a meagre average salary of
Rs 3000—Rs 5000, he/she can play a catalytic role in uplifting
its educational standards and bringing innovations in a number
of spheres in the school’s milieu. The idea is to arrange a
subject specialist who will be teaching in a cluster of schools.
He/She will be visiting 2-3 schools in a week and teaching the
students in actual class room theatrics. He/She will be impacting
the learning outcomes of the students. Moreover, such subject
specialists will influence the teaching and communication practices
of the peers and associates. The model will be cost effective,
economical and beneficial.

a) |
The subject specialists (initially five in the first year) would
be scholars of erudition and sound academic background. The academic
qualification would preferably be M.Ed with majors in Science
Education or a post-graduate in English Literature/ English Language
Teaching, Physics, Chemistry, Biology, Mathematics or any newly
emerging scientific disciplines. |

b) |
He/she would have 2-3 years experience of teaching in a reputable
institution and must be domiciled/ resident of the district of
posting. Partner schools recommendations to this effect would
be decisive in determining his/her confirmation. |
|
c) |
He/she would be appointed on contract for a period of 1years and
would remain on probation for 3-6 months must perform satisfactorily
in the teaching arena for confirmation. . |
|
d) |
The subject specialist would only be deputed to impart instructions
at the elementary and secondary level so as to reap benefit from
his superior grasp of the subjects in a better way. This would—
it is hoped — drastically alters the learning /comprehension outcomes
and results of the students especially at the matriculation level. |

2. Responsibilities of the Subject Specialist |
|
a) |
He/She is allocated two days in the senior branch of your school. |
|
b) |
He/She may be assigned a total of 5/6 periods per day. |
|
c) |
He/She will be available for complete school timings and has to
be present the whole day for imparting his/her services for delivery
of lectures. |
|
d) |
He/She will work on conceptual development and secure understanding
of the students in the allocated subjects. |
|
e) |
PEF will conduct Quality Assurance Tests (QAT) twice in a year
to gauge the impact of his/her teaching on learning outcomes of
students. ADU of PEF will prepare the question papers to check
the learning outcomes and concept clarity of the students taught
by the Subject Specialists. |

f) |
He/She would maintain a chart of daily activities at school including
a lesson planner clearly delineating the teaching methodologies
applied and syllabus coverage. He/She may be given a space in
the attendance register of the school to mark the attendance for
two days in a week. |
|
g) |
He/She shall coordinate with the school to arrange cluster based
teacher training workshops for improvement of content knowledge
and pedagogical skills. |
|
h) |
Subject Specialist shall work in close cooperation with junior
language teachers. He/She will play his/her role in capacity building
of junior teachers. |
|
i) |
He/She will have to send attendance sheet verified by Principal/Head
of Institution every month to Managing Director, at PEF Secretariat,
19 Ahmed Block, Garden Town, Lahore |
|
j) |
He/She will hold summer camps in summer holidays. During this
period, he/she will conduct classes for directly helping/assisting
the weak students through direct classroom support. |
|
The
Monitoring and Evaluation Officer (MEO) /Monitoring and Evaluation
Assistants (MEAs), recruited to monitor PEF-FAS, CBT-PPP and PEF-EVS
will be constantly monitoring the attendance of the Subject Specialists
in the assigned cluster. The subject specialist will be functioning
under the overall supervision of Concerned Officer/DMD (Operations).
MEO/MEAs will be directly reporting to the Board through a reporting
framework/mechanism provided for by the Board. |
