The Punjab Education Foundation (PEF) has consistently championed the cause of free, quality education for the underprivileged through our pioneering Public-Private Partnership (PPP) model. Operating under the School Education Department, Government of the Punjab, PEF stands as the world's largest PPP model in education, committed to bridging educational inequalities by empowering private sector participation. PEF is a beacon of hope, providing free and quality education to approximately 3.7 million students across 18,220 public and private schools through our innovative model.

We marked a significant milestone with the successful launch of Public Schools Reorganization Program (PSRP) Phase-I under the visionary leadership of Chief Minister Punjab, Mohtarma Maryam Nawaz Sharif. The outsourcing process began in September 2024, and operational control of 5,739 public schools was successfully handed over in October 2024. This initiative has already led to upgraded infrastructure, enhanced teaching quality, improved governance, and strengthened accountability in public schools.

The impact of PSRP Phase-I is already evident. In just a few months, we have witnessed remarkable outcomes in the outsourced schools. Enrollment increased by over 123% from 228,867 (Actual Head Count at the time of handover) to 501,965 (PEF-SIS verified) students, showcasing enhanced community trust. The number of teachers increased by more than 145%, from 7,862 to 19,285, aligning with required Student-Teacher Ratios (STR). Student attendance improved to an impressive 90%.

Crucially, our licensees have made significant investments from their own resources, including the construction of 561 new classrooms, repair of 5,191 rooms, rehabilitation of classroom roofs, repair and reconstruction of boundary walls, construction and repair of toilets, installation of water tanks, provision of writing boards and furniture, electrical improvements, and solarization in selected schools. These improvements have transformed learning environments and restored confidence in government schools.

Beyond these tangible improvements, the PSRP outsourcing model is proving to be a highly cost-effective alternative to traditional public school operations. Building on the success of Phase-I, PSRP Phase-II further expanded the reform initiative, with 4,679 additional schools outsourced against an overwhelming response of over 20,000 applications. A key highlight of Phase-II is that more than 60% of schools were allocated on merit to highly educated young entrepreneurs and individual applicants, strengthening leadership and creating opportunities for qualified youth across Punjab.

Moreover, to address the pressing infrastructure needs of PSRP schools, PEF has established a Revolving Fund to provide vital financial support to licensees for constructing additional classrooms and improving facilities. This initiative aims to ensure sustainable development, increased enrollment, and improved retention, particularly among girls and marginalized communities.
